Allow BoneWeightCollections with 0 Weights

description

The XNA framework throws an exception when a BoneWeightCollection of zero length is normalized. While this will only occur on corrupt models, some can still be salvaged by safeguarding against this in code.
 
This fix will involve modifying the processor or X File importer to skip over/remove BoneWeightCollection objects with 0 weights.
