Frustrating model issues

I'm attempting to export a custom model from Maya into XNA. I've tried using both FBX and X files and neither work for different reasons. X files using crash on compile with some form of parsing error (I use cvXporter) and if I can get them to work to compile, the animation will look wrong (more in a second). FBX always compiles correctly but the model looks stretched and distorted in game or has the same animation issues as X files.

The animation issue is as follows. It appears that the bones are moving correctly, but the weighting on the model will be wrong and the model is rotated at a weird angle.

Now, at the same time, I have another model which I export using FBX and it compiles, imports, and animates perfectly. You can see how frustrating this is. I've been digging through this for weeks with no success. Does anyone have any ideas? I can provide the mb file to anyone who would be willing to take a look at it.
