Slowing down an animation

I downloaded the free monster sample(http://www.3drt.com/3dm/free/3drt.com-free-monster-animated-character.zip) at http://www.3DRT.com to make sure their models would work well with this library before I bought them, and I can't seem to get the animation to slow down. Changing the tickspersecond in the XML file doesn't seem to change anything. I basically followed the first few dwarf tutorials and then substituted this model in. Am I missing something?
